Inclusive Transitions Framework

A recent publication from the Institute for Integrated Transitions draws on past experiences of conflict-affected countries to offer a framework that can be adapted and applied to different contexts. Authors Seth Kaplan & Mark Freeman build on the New Deal for Engagement in Fragile States and the Sustainable Development Goals. Part I explains the main challenges of fragile states in transitions. Part II provides a context assessment tool to assess key threats, obstacles and opportunities to an effective transition. Part III examines 10 priority areas of action highlighting essential questions, strategic options and examples of good and bad practice - sections 5 and 6 specifically address obstacles as related to transitional justice and the rule of law.
