It was developed after receiving a query from INPROL member Larry Taman, working for the UNDP on Support to Participatory Constitution Building in Nepal.
Part I provides an introduction to federalism. Part II discusses general considerations of devolution. Part III discusses constitutional treatment of devolution as a right. Part IV discusses devolution as a negotiated process. Finally, Part V briefly touches upon the role of secondary legislation in devolution.
