Query:

I am looking for effective methods for educating the civilian community on "How to be policed in a democracy". I am looking for material to support a transition from a police force oriented toward the use of "force" to one that is focused on "public service". The setting is international, post-conflict with a government having a socialist/communist history.

The community does not have experience holding the police accountable, nor do they expect or enjoy transparency. Concepts that need to be understood include What is public service? How can I obtain public service? What should be done if police violate the principle of public service? I am trying to strengthen the role of the community in holding the police accountable and upholding democratic principles, the rule of law, and human rights.

Any practical guidelines, examples of educational materials, and thoughts on how to further this objective would be welcome.
