INPROL Council of Experts

INPROL Council of Experts members help to ensure that INPROL functions in a manner that is responsive to the needs of its membership and three communities of practice: general rule of law, police commanders, and stability police. Council of Experts members provide guidance by:

  • (a) Reviewing, critiquing and revising draft consolidated responses to ensure their validity and relevance to the challenges involved in promoting the rule of law in societies merging from violent internal conflict, and
  • (b) Providing guidance and oversight to ensure that INPROL responds effectively to the needs of its membership and the constellation of international organizations that INPROL members serve.

The Experts Councils are comprised of members of INPROL who have been nominated by the INPROL Management Team and the Facilitators of the Communities of Practice involved.

Rule of Law Council of Experts

The Rule of Law Council of Experts is comprised of leading rule of law practitioners with extensive expertise in topics of interest to the INPROL Rule of Law Community of Practice, including human rights, criminal justice, transitional justice and judicial reform.

The current composition of the Rule of Law Council of Experts is as follows:

Police Commanders Council of Experts

The Police Commanders Council of Experts is comprised primarily of current and former heads of police activities in the secretariats of international organizations that deploy police on international peace missions. In addition, practitioners with extensive experience in multiple peace missions are included to provide a field perspective.

The current composition of the Police Commanders Council of Experts is as follows:

  5. Michael Jorsback, Police Adviser and Head of Police Division, United Nations Department of Peacekeeping Operations (2001-2002)
  6. Mark Kroeker, Police Adviser and Head of Police Division, United Nations Department of Peacekeeping Operations (2005-2007)
  7. Richard Monk, Senior Police Advisor and Head of Strategic Police Matters Unit, OSCE (2002-2006)

Stability Police Council of Experts

The Stability Police Council of Experts is comprised primarily of current and former heads of police activities in the secretariats of international organizations that deploy stability police on international peace missions, along with the Director of the Center of Excellence for Stability Police Units. In addition, practitioners with extensive experience in commanding or coordinating stability police matters in international peace or stability operations are included to provide a field perspective.

The current composition of the Stability Police Council of Experts is as follows:
